How would I make the white lined frame in the picture below. I am talking about the white swirly design that is in the picture. How can I make this in Illustrator or Photoshop?

you start by makeing two line paths in different shapes then select both paths, select ''Object'' from the menu then select ''Blends'' then ''blend Options'' then ''make'' then from there just play with it til you get the desired effect.

Illustrator is the way to go. Trace a single line around the outside of the image (place the image on a separate layer and use it as a template). Stroke the path with white, 1 point thickness. Select the Scale Tool and drag the shape slightly while holding the Alt / Option key so it duplicates. Then press Command + D (Transform Again) to duplicate the path as many times as desired. Below is a link to a video tutorial which creates something very similar.
